Big Data has the potential to generate enormous value to society. In order to ensure that it does, opportunities to enhance privacy and civil liberties are best conceived early on.  The use of advanced analytics has made it possible to analyze large data sets for emerging patterns. It is increasingly apparent, however, that these techniques alone will be insufficient to manage the world of Big Data especially given the need for organizations to be able to respond to risks and opportunities in real time. Next-generation capabilities need built in privacy-enhancing elements, by design, to minimize the “privacy harm” The wishful hope is that this will engender greater trust and confidence in the industries that make use of these new capabilities.
